Is “Heathrow: Britain’s Busiest Airport” crimespoitation or just clickbait?

What happens when a crime show only portrays small scenes of criminals being caught? Shows like “Cops” and “America’s Most Wanted” are advertised as a direct method to see the criminal system, but with “Heathrow: Britain’s Busiest Airport” there is a minor crimes televised in the show. The show itself centers around how the airport manages to meet the high demands of air travel. Sometimes they show people who accidentally brought in illegal contraband like fruits or someone who is rejected a visa because they seem to come into the country to stay. Most of the show is not focused on crime occuring or someone being caught. But they do profit from showing previews of people being detained in airports which increases entertainment, as is classic in crime exploitation shows.

At the end of the day, I just want to justify that his show is still wholesome and not intended to exploit people who unintentionally committed crimes, so I can watch it without guilt.
